Creating a business enabling environment that facilitates and supports investment and export is fundamental in attracting Foreign Direct Investments (FDI) and promoting exports which are integral parts of any open and effective international economic system and a major catalyst to economic growth, employment and sustainable development. However the benefits of which do not occur automatically and evenly across countries and sectors. The challenges for countries are: i) to establish a transparent, broad and effective enabling policy environment for investment and export, (ii) to build the human and institutional capacities to implement them and (iii) to undertake effective and targeted actions and interventions (promotion, selling, export incentives and financing, etc.).
